To answer your question beachbumrc17, Madonna said that quote about Lucy when Lucy died around 1989 and they were asking all celebs to comment about Lucy on the tv show Entertainment Tonight. At that point in 1989 Madonna had been famous for about 5 or 6 years.

Orson Welles guest starred on I Love Lucy one episode. One day during rehearsals he was absorbed in watching Lucy go thru her scene. One of the crew asked him what had him so enthralled. Welles responded ” I am watching the greatest actress in the world perform”.

She meant funny in real life. Other people who knew Judy personally also said she was funny.
Lucille said that she wasn’t funny, it was the writers on I Love Lucy that wrote the funnies for her. “Judy Garland was funny” she always said. Boy was she wrong. Judy was funny, but Lucille was just as much a natural comic! Lucille was a great actor other than a comedian too, perhaps one of the most underrated real actors ever. Thank you for posting this.
